South Korea Opens Public Satellite Programs to Private Industry, Creating New Space-Market Opportunities

South Korea is opening a major government satellite program to private industry, creating potential opportunities for aerospace companies and investors as demand grows for commercial Earth-imaging data used in infrastructure, agriculture, disaster response and environmental monitoring.

The Ministry of Land, Infrastructure and Transport said September 4 that a 312.9 billion won, or about $230 million, program to develop two next-generation Earth-observation satellites had cleared a government feasibility review. The shift to private procurement marks a broader effort to use commercial space capabilities in government projects and could give South Korean satellite manufacturers a larger role in a market historically dominated by state-led research and development.

Development of the Land Satellite 3 and 4 is scheduled to begin in 2027, with launches planned for 2030 and 2031, respectively. The satellites are intended to replace the current generation as their missions wind down and maintain South Korea’s ability to monitor changes across its territory.

For U.S. aerospace companies and investors, the program highlights the expanding role of commercial suppliers in a global Earth-observation market where governments are increasingly seeking higher-resolution imagery without building every spacecraft in-house.

The new satellites will provide wider imaging coverage and higher spatial resolution than Land Satellites 1 and 2. Their expected mission life will also increase to at least five years from four years.

The program posted a benefit-cost ratio of 1.11, indicating that its projected economic benefits exceed development costs. The government estimates the economic benefits at about 471 billion won, or roughly $346 million, based on the actual use of Land Satellite 1 and expressed in constant-value terms.

Land Satellite 1 began full service in December 2021 and has been used for land-change monitoring, infrastructure management, agricultural and forestry management, disaster response and geospatial-data development. Through the end of last year, about 1.6 million images had been provided to government agencies, public institutions and the public.

The most significant change in the new program is its procurement model. Rather than following the traditional government-led research-and-development approach, the government will set mission requirements and performance specifications while private companies develop, manufacture and supply the satellites.

The ministry plans to finalize the program’s detailed implementation plan by the end of this year and launch the main development phase in 2027.
Land Satellite 2, which was launched in May, is undergoing functional testing and calibration of its imagery. The satellite is expected to join Land Satellite 1 in providing imagery to the public toward the end of this year.

The government said the private procurement model will allow it to make greater use of commercial satellite-development capabilities while supporting the long-term expansion of South Korea’s domestic space industry.

“The Land Satellite 3 and 4 program is a new attempt to actively use the advanced satellite-development capabilities of private companies in the public sector,” said Kim Won-dae, head of the National Geographic Information Institute. “We will expand high-quality satellite imagery and geospatial information services while contributing to the sustainable growth of Korea’s satellite industry.”
