South Korea Goes All-In on AI: A Patent Boom Signals Opportunities Beyond Big Tech

South Korea is betting its technological future on artificial intelligence. Driven by a nationwide push to integrate machine learning across traditional industries, the country’s AI patent filings have surged nearly sevenfold over the past eight years.This explosive growth points to a broadening base of domestic innovation that could create lucrative new entry points for U.S. technology companies and global investors as AI adoption sweeps through healthcare, energy, and agriculture.

However, the rapid acceleration is also exposing a critical divide in the nation’s “all-in” strategy. While some sectors are aggressively merging AI with existing technologies to create novel solutions, others are simply stockpiling patents without achieving meaningful technological convergence. For global capital eyeing Asian markets, this divergence will likely dictate which corners of South Korea’s AI ecosystem are actually primed for international partnerships and investment.

The sheer scale of the boom is striking. In a sweeping review of roughly 1.88 million domestic patent applications filed between 2015 and 2024, the Korea Economic Research Institute (KERI) identified 99,297 tied to AI technologies.

Annual AI patent filings skyrocketed to 17,609 in 2023, up from just 2,521 in 2015, translating to an average annual growth rate of 27.4%.To put that in perspective, overall patent filings in South Korea grew at an anemic average of just 0.9% a year during the same period.Consequently, AI’s share of all registered patents leapt to 9.0% in 2023, up from a mere 1.4% in 2015.

Crucially, the data reveals that South Korea’s AI revolution is no longer an exclusive playground for its massive conglomerates. The number of entities filing AI patents multiplied by nearly 6.8 times, jumping from 921 companies in 2015 to 6,293 in 2023.
Domestic firms accounted for 59.4% of these filings last year, a significant jump from 47.3% in 2015, while the footprint of foreign companies shrank from 20.1% to 7.6%.At the same time, the dominance of the top 10 corporate filers dropped sharply, capturing just 14.2% of annual AI filings in 2023 compared to 26.1% eight years earlier.The shift signals that a vibrant ecosystem of smaller, younger startups is now driving the nation’s AI momentum.

Yet, KERI’s analysis reveals that the depth of innovation varies wildly. The institute classified 12 AI-related fields based on their share of patents and their speed of technological diversification.

The biomedicine and healthcare sector, for instance, witnessed an impressive 18.8-fold surge in AI-related patent applications during the studied period.Despite this massive volume, the sector recorded the slowest pace of actual technological convergence among all 12 fields.

For U.S. investors and corporate strategists, this contrast serves as a vital cautionary tale: Raw patent volume cannot be viewed as a standalone metric for competitiveness. True market readiness requires a deep alignment between patent growth and cross-disciplinary technological integration.

The report advised that “leading” sectors with strong development and convergence rates—such as language, text, and audio—should leverage their momentum to establish global standards, thereby unlocking international tech partnerships and licensing deals.Meanwhile, sectors classified as “potential” fields, including agriculture, food, energy, and security, require targeted resource allocation. The institute suggested lowering barriers through industry-specific training datasets and aggressively recruiting talent with cross-disciplinary expertise.

“An increase in the number of patent filings alone should not create a false sense of progress,” said Lee Jun-hyung, a visiting research fellow at KERI.“To sustain AI-driven growth, government policies and corporate strategies need to move away from a one-size-fits-all approach and design tailored policies and strategies that account for the innovation structure and bottlenecks specific to each sector.”
