An Americano that currently costs around $3 at highway rest areas could fall below $1 under the new system. But the government\u2019s focus is not the coffee itself. It is the question of why prices reached that level in the first place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For years, restaurants, cafes and convenience stores inside South Korean highway rest areas operated through a layered contract system. Korea Expressway Corporation, the public company managing the country\u2019s expressway network, did not directly contract with individual stores. Instead, middle operators managed the facilities and took a portion of store revenue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government concluded that the structure increased costs before products ever reached consumers. Higher commissions made it harder for businesses to offer lower prices and created barriers for more affordable brands to enter rest areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, South Korea is removing the middle layer. Korea Expressway Corporation will directly contract with businesses inside rest areas, reducing tenant costs from the current commission-based structure to about 8% to 9% of sales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move highlights a question faced by many public facilities around the world: when prices rise inside transportation hubs, how much of the cost comes from the product itself and how much comes from the system controlling access to customers?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of requiring individual businesses to absorb lower prices, South Korea is changing the structure that determines their costs. The government is betting that removing the additional operating layer will allow competition and lower expenses to reach consumers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reform will also expand services at highway rest areas. Convenience stores that often close around 10 p.m. will move toward 24-hour operations, while more affordable food options such as lunch boxes and instant noodles will be added with dedicated dining spaces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new model will begin at eight highway rest areas this year before expanding further. Korea Expressway Corporation will temporarily manage the selected locations from December before a new public management company takes over operations early next year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South Korea\u2019s highway rest stop overhaul shows how a simple consumer complaint over expensive coffee turned into a broader examination of who controls public service
