South Korea\u2019s debate over a proposed ban on \u201csuper late-night\u201d delivery services is intensifying, as labor unions, e-commerce giants, and logistics companies clash over whether the plan protects workers or hurts consumers.<\/p>\n\n\n\n

The controversy began after the parcel delivery union under the Korean Confederation of Trade Unions (KCTU) proposed in late October that all deliveries between midnight and 5 a.m. be suspended to safeguard workers\u2019 rest and health. But other labor groups, including Coupang\u2019s in-house union, and consumer organizations pushed back, arguing that such a ban would harm livelihoods and convenience.<\/p>\n\n\n\n

However, industry officials and analysts say the real issue isn\u2019t whether late-night deliveries should be banned \u2014 it\u2019s the unsustainably low delivery fees driven largely by Coupang\u2019s aggressive logistics model.<\/p>\n\n\n\n

\u201cThe core problem is Coupang\u2019s high-volume, low-price structure, which forces longer hours and heavier workloads,\u201d one logistics industry source told Yonhap News. \u201cThe debate has shifted toward worker health versus consumer convenience, but that misses the real point.\u201d<\/p>\n\n\n\n

Coupang, often called \u201cthe Amazon of Korea,\u201d revolutionized the market with its Rocket Delivery system, which promises next-day or even same-day arrival. But unlike rivals such as SSG.com or Market Kurly \u2014 which cap order volumes and use AI to manage workloads \u2014 Coupang relies on massive overnight shipping operations to maintain speed, while keeping per-package fees below $0.70.<\/p>\n\n\n\n

\u201cNight delivery fees at Coupang average around $0.65 per parcel, less than half the roughly $1.40 paid by other platforms,\u201d another official said. \u201cTotal pay may look high because of volume, but drivers must deliver far more to earn the same.\u201d<\/p>\n\n\n\n

A 2024 survey by the National Courier Workers\u2019 Union found that Coupang delivery workers\u2019 nighttime commission rates averaged $0.60 per parcel for apartments and $0.70 for other addresses. Despite an 8% increase in workload compared with the previous year, their average income actually fell about 2%.<\/p>\n\n\n\n

Coupang drivers typically work three overnight shifts \u2014 starting at 8:30 p.m., 12:30 a.m., and 3:30 a.m. \u2014 sorting and loading packages before heading out for deliveries. Many say the schedule leaves little room for rest.<\/p>\n\n\n\n

\u201cThe job itself isn\u2019t unbearable, but pay keeps dropping,\u201d said one female delivery driver with more than four years of experience. \u201cIf rates were fair, there would be far fewer cases of overwork or injuries.\u201d<\/p>\n\n\n\n

She added that while Coupang\u2019s revenues keep rising, \u201cdrivers feel like disposable labor,\u201d expressing frustration that the company and its contractors reap the biggest gains.<\/p>\n\n\n\n

Consumer groups, however, warn that banning overnight delivery could have \u201cbroad social and economic consequences,\u201d disrupting small businesses and limiting logistics flexibility. Coupang\u2019s in-house union also opposes the proposal, claiming it would \u201ccost thousands of drivers and warehouse workers their jobs.\u201d<\/p>\n\n\n\n

E-commerce experts note that the debate comes as South Korean retailers intensify their quick commerce competition \u2014 promising delivery within one to two hours of ordering.<\/p>\n\n\n\n

\u201cA blanket ban on early-morning delivery isn\u2019t realistic,\u201d said one industry analyst. \u201cWhat\u2019s needed is pricing reform and smarter workload management, not another regulation that punishes efficiency.\u201d<\/p>\n\n\n\n

The parcel workers\u2019 union maintains that better scheduling could reduce fatigue without banning deliveries altogether \u2014 for instance, allowing morning drivers to skip sorting duties and begin deliveries immediately.<\/p>\n\n\n\n
